Should Lindsay Graham be appointed to the Fourth Circuit?
Before dismissing the idea out of hand, let’s consider some facts.
1. Graham is a waste of space when South Carolina is capable of sending conservatives like DeMint to the Senate. If Sanford chooses the replacement it probably will be a big trade up.
2. Graham wants to be Attorney-General in a McCain Administration. I know, I know, but the guy’s allowed to have dreams. A stint as an appellate judge (think Griffin Bell) would polish the c.v. If McCain doesn’t make it, Graham has to live beyond the pale of MSM settlement.
3. We get to put a more reliable vote on both Armed Services and Judiciary
there's a thread over at CT about how Graham may be pushing a democrat district judge that ruled against the nation on detainees for the SC seat on the 4th circuit. I'm going to link your diary over there!
How about putting Hagel on the 9th Circuit? I know he's from NE not CA, but it would be good make him gone too.

but only if Graham wants to be a judge (and/or AG in a McCain administration). Graham would probably make an excellent judge, but I think Graham is a decent senator. I don't agree with him on every single issue, but he is solid and I disagree with your assessment that he isn't reliable on the Armed Services and Judiciary committees.
