Rudy on O'Reilly Factor - Re Immigration [Updated]

Bill O'Reilly did a brief interview with Rudy which aired on The O'Reilly Factor this evening.
Rudy's plan to fix immigration:
1) Build the fence, physical in some locations and technological everywhere else. Use technology to identify emerging trends in border crossings and deploy law enforcement accordingly. Establish stat collection to measure performance. (I interpreted his remarks as calling for more agents.)
2) Biometric ID. Anyone who crosses the border, or arrives at airports or seaports, gets printed and scanned. He says technology allows this to be done in seconds per visitor. Once the system is functioning, it will be much easier to spot and deport illegals. Rudy says he used a biometric system to register welfare recipients in NYC. (Which is probably one of the reasons the NYT hates him!) It worked well in spotting cheats who were registering for benefits in multiple locations and resulted in a significant reduction in the rolls.
3) Assimilation. Once we decide on our long-term policy re existing illegal immigrants, make fluency in English a prerequisite for anyone who applies for citizenship. Rudy says he's strongly for immigration, but immigration means assimilation.
Makes sense to me.

My take is that he thinks once the controls are established, it won't matter what the reasons are for why they come. They won't be able to come illegally.
He does punt on how we will eventually legislate on the status of illegals already here. Which is OK with me. First things first.

I smell Rudy not wanting to bite the hand that feeds his campaign and I see a bit of pandering in my book.
There's three things I am looking for in an immigration reform package from any canidate.
1) Address Criminal illegal aliens and letting them free once stopped. Put a stop to arresting someone for a felony and not finding out if they are in this country legally. Everyone, of every color gets checked for immigration status before they are released on a bond from a felony arrest. States, Cities that refuse to go along will loose Federal law enforcement tax dollars, sanctuary cities will be at the top of the list.
2) Build the Fence
3) Revise and extend the Real ID act and the Pilot verification program.
After doing all that, then we can talk about what to do with the folks that are here but came here illegally.
Rudy is talking big about this stuff, but he stood by and claimed that he could do nothing about it because the Feds would not act. Where was his speeches, where was he making noise about this issue, it did not happen.

So where's the element for going after the root cause for illegal immigration, jobs and the paycheck that it brings in.
All the fences, all the guard nothing will work unless we cut off the reason why illegals come here, a job.
Rudy said nothing about that topic.
