I'm hoping someone with a legal background can clarify this for me.
It is often stated that people needn't fear that one state (eg, California) allows gay marriage, since there would be no mandate that another state (eg, Utah) would be forced to recognize any such marriage.

Just a point of idle curiosity here. You might have seen this story about Peruvian doctors who performed corrective surgery on a girl born with "mermaid syndrome" (sirenomelia).
Interesting stuff, and we can all be thankful that they are able to treat her.
But what struck me was the quote: sirenomelia, or "mermaid syndrome," which occurs in one out of every 70,000 births...There are only three known cases of children with the affliction alive in the world today.
Something doesn't add up. Either sirenomelia is almost always immediately fatal (which isn't mentioned in the article), or there are a lot of people who are unaccounted for. With around 6.5 billion people world wide, you would expect on the order of 90,000 sirenomeliacs. Instead we have three?
Anyone know how to explain the discrepancy?

The Schiavo case demonstrates why we have Roe. These are brutally tough decisions. The messy politics we are watching unfold show us that. Who would want to be in the position of any of the principals involved?
I think this is why we have Roe v. Wade. It saves us, individually and collectively, from having to wrestle with these tough decisions.
I'm not saying I like it that way, just that that is the way it is.

The central logic behind PRA's is pretty simple: On the basis of reduced future government liability, borrow money to invest into individually controlled retirement accounts.
It occurs to me how "non-Conservative" that logic really is.
