Lets take a simple look at thermodynamics for a moment. If you have a thing that receives more energy than it radiates, it gets hot. Pretty basic stuff. It doesn't matter what form the energy comes in or goes out, as long as it stays energy and isn't converted into matter like in Star Trek or something. Energy is energy, and more energy means hotter.
Heat energy can be stored in chemicals and released later, making a ninety-nine cent pocket warmer feel wonderful when you are cold. Or visa versa when a sport-injury cold pack is shaken up and gets suddenly cold. But these just move the heat around and consequently move the energy around -- they don't add or subtract any from the overall amount of heat. Or rather energy.

When President Bush gets nuanced, I cringe. An excellent example is here: “President Roh and President Bush reaffirmed that they will not tolerate nuclear weapons in North Korea,” said a joint statement issued after White House discussions between the two leaders. Last Summer it became this: U.S. President George W. Bush on Thursday warned North Korea against transferring nuclear weapons or material to other countries, saying such an act would be considered a "grave threat" to the United States. I understand that the alternative to a policy shift in this case was a hot war with something like a thousand heavy artillery pieces within shooting range of Seoul, so I gulped hard at his brazen hypocracy and let the matter rest.
