A common problem facing military leaders when a new conflict arises is their tendency to "fight the last war", i.e., to utilize strategies, tactics and weapons systems in the manner in which those same strategies, tactics and weapons systems were used at the close of the previous war.  The result is often disastrous.  New weapons are underutilized or under appreciated, and new strategies or tactics are dismissed out of hand.  The most common victims of this phenomenon are the purported winners of the previous conflict.  Witness the ineptitude of the Polish, French, and British armies in Europe in 1939-1941.  They were prepared to refight World War I, and paid dearly for their mistake.  It is a blindness born of arrogance; arrogance spawned, largely, from having won the previous conflict.




The same arrogance has gripped many in the national leadership of the Republican party.

Essentially, Dallas ISD Trustee Joe May (a former two-term president of LULAC and current board member of SER -- Jobs for Progress (a LULAC entity)) wants to hire illegal aliens to fill bilingual teacher positions (at a starting salary of $42K + benefits and possible other bonuses and stipends).

This measure follows on the heels of his efforts last year that eventually required some Dallas school principals to be bilingual.

President Bush has always been out of touch with his base on immigration issues.  In fact, some of Bush's earliest disputes with the conservative base were over immigration policies, such as the "temporary guest worker" program that many conservatives (including this writer) saw as little more than a "delayed" amnesty program.  Most conservatives prefer the President simply enforce existing laws.
