Stunned by the minority's insistence that all earmarks should be revealed pursuant to the majority's own rules, the Democrat majority in the U.S. House of Representatives has just unleashed a stunning act of arrogance -- for the first time debate on appropriations bills will be limited to four hours. The Democrats and GOP had worked out a deal. But just five minutes ago, Republican members were blackberried with the news that the Democrats are abandoning the bipartisan deal and will instead shut out the Republicans from the debate.
Typically, debate in the House has been limited on all bills except appropriations. The Democrats and Republicans have both honored this commitment. Faced now with a Republican minority intent on denying David Obey the right to hide earmarks, including earmarks for such lunacy as puppet shows at FEMA and Louis Vuitton handbags at the Department of Homeland Security, the Democrats have slammed the door shut.
The Republicans will now respond by using every debating, delaying, and amending tool at their disposal. The Democrats have abandoned the last bit of collegiality that both parties have historically honored in the House. And now they'll get the fight they apparently want.

I am stunned by the arrogance of the democrats and predict a stunning reversal in 08 in the house.
Motion to adjourn, motion that the committee rise (the infamous Congressional Wave), and the ability to offer said motions every 5 minutes. In the end, their 4 hours will be more like 6 or 7, and the appropriations bill will pass, but it would look neat if all the Republican members walked out, so that the vote was 230 or whatever to 0. That would be bound to raise a few eyebrows in the media.

I don't know, seems like the MSM would just report it as passing unanimously.
But they generally publicize walk-outs; I remember when the Democrats did it in 1998 or 1999, there was a whole big fuss about it.
Maybe if there were a press conference... they can't keep their noses away from those...
The key MSM picking it up is that the dems did it.

Parliamentary Inquiry:
How many people are needed for a quorum, and what are the possible repercussions of a mass walk out?
If the bill is going to pass anyway. why not walkout at the last minute before the vote?
What are the other options for rebellion?

If the GOP were to keep one member around, could they get things tied up in knots by objecting to votes and quorums and forcing long periods of voting on every possible issue?

If it's only one person, a supermajority can ban someone from talking for the rest of day, I believe. So everybody would have to stick around so a motion like that made by the majority could be fended off.

The only thing to do right before the vote is to walk out. We could attempt to attach an amendment requiring troop withdrawal. If all Republicans voted for the amendment, the rabid anti-war Democrats would also vote for it, and the amendment would be approved. Then, on final passage, there are enough conservative Democrats plus all Republicans to defeat the bill. The only problem would be attaching the amendment. It's probably too late.
It's just a simple majority required for a quorum.
We can also make many requests for Parliamentary Inquiries (which say, now what are we doing again?) and Points of Personal Privilege (which say, it's too hot in here, we need to turn on the A/C; or, there's a broken window in the cupola, we can't proceed until that's fixed; or, the shredder isn't working in the Soviet embassy Democratic Leadership offices, so we have to wait on the chimney-sweeper to get there before we can start the fires).
Other than that, I can't think of any other good rebellious techniques; the Democrats banned them all.
But elections matter.
Now let's get 'em. I wish I were there instead of my empty suit Congressman...

I'm shocked, shocked I tell you that the democrats would do this. They should be thinking ahead. You know, they might be in the minority someday in the future and they sure would not want this to happen to them.
They must think ahead. Look at the good example the Republicans showed them when they were in control. They were always thinking ahead to when they would be in the minority and they would never have done anything like this.

nothing THIS outrageous was done. I'm glad the gloves are coming off, just wait until Republicans gain control, this is bare knuckle politics. Maybe even Red State could let us get down in the gutter with some Koo Kos language to tell how we REALLY feel?!
Either way..Democrats and especially liberals bite the big one.

to be invalidated after just six months of the Dems in control of Congress.
It is not the biggest of the important issues, but it does give our, typically more passive, GOP congress-people something to fight for where even the moderates may take a stand. I just wish we didn’t have to be kicked back into the minority to get life into the leadership.
