Ah, January, when the weather was cold and Harry Reid was hot about non-germane amendments…

I also recognize that we have a process in the Senate where bills can be amended. Sometimes they don't have to be relevant or germane. But I think you have to be in the ballpark.

The top Democrat in the Senate announced Monday he is moving two major Iraq votes into an unrelated water bill

The RS Insider wonders which enterprising reporter will ask Senator Reid how Iraq is “in the ballpark” of the Water Resources Development Act.  The RS Insider also wonders why, in light of his opportunistic reversal, said reporters should put faith in Senator Reid’s future pronouncements.

stand up and make a point of order that the amendments are not Germaine?

Typically this type of maneuver is done by adding a non-germane amendment to a must-pass bill. For example, adding swimming pool funding to a defense spending bill. Ried's maneuver in this case makes so sense. If President Bush vetoed a pure bill on Iraq, why wouldn't he veto this one?

The only time and amendment to a bill should be germane to the bill is if the republicans attach one, if it is created by the dumbocrats, then it does not have to be germane to the original bill.
