John Murtha wants a $1,000,000.00 earmark for something called the Center for Instrumented Critical Infrastructure. But, the earmark also lists a corporation called Concurrent Technologies as the place the money will go to benefit the Center for Instrumented Critical Infrastructure.
The problem?
The Chairman of the Appropriations Subcommittee wanting the earmark doesn't even know if the Center for Instrumented Critical Infrastructure exists. In researching it, Rep. Jeff Flake cannot find anything to show the CICI exists.
Oh, and Jack Murtha wouldn't show up to defend his own earmark.

...exists, as a 501(c) (3), no less, and they have offices in ..Johnstown, PA.
One of their areas of specialty is O(ver)T(he)H(orizon) deployment simulations...I made up that one.
Judging from the spead of buildings in Johnstown, PA alone, looks like they've been getting some pretty good earmark gigs already.

A lookup on the Indiana Sec. of State site lists Concurrent Technologies as "a non-profit foreign corporation". Their own brochure (timeline http://www.ctc.com/contactctc/MediaRelations.cfm ) states that it was originally called , "Metalworking Technology, Inc.", and that in "1987 U.S. Rep. John P. Murtha, D-Johnstown, announces the creation of the National Center for Excellence in Metalworking Technology. It is announced that the new entity will eventually employ 100 people. The University of Pittsburgh Trust will oversee the center, which is to be operated by another new company - Metalworking Technology Inc. (MTI)."
Apparently, milking government contracts is a significant part of what they do. And a google of Murtha and DeVos (CEO of CTC) or Murtha and CTC makes it plain that Murtha is an anashamed champion of bringing home the PORK. For example, http://newsbusters.org/node/2887
I'm pretty sure that CICI is most likely the Center for Sensed Critical Infrastructure Research (CenSCIR) at Carnegie Mellon. Their website is http://www.ices.cmu.edu/censcir/index.html
I believe they have done some work with Concurrent Technologies. Carnegie Mellon is, of course, in PA, Murtha's home state

I saw Rep. Flake call for a vote on an amendment to remove the earmark, but didn't see the results of that vote.
