You live in a cave and missed the details or you just think Billy Boy is incapable of having to force himself on a woman.
While we'll never know if he's guilty - because he'll never be tried - there was certainly enough evidence to have gotten an indictment, assuming there was a prosecutor in AR who was willing to put his life on the line to prosecute Bill.
