It is to be hoped that when the President speaks to the nation regarding the expected surge of troops in Iraq, he will make his case in stark and unyielding terms. He should make clear how a surge will help along with a discussion of how Iraq could turn into a terrorist base of operations if American troops make a precipitous withdrawal and leave a power vacuum for the terrorists to fill. He should state unequivocally that he will fight against any Congressional effort to stop the war by cutting off funds by holding up the appropriations process with his veto pen until the necessary funds are passed. And he should resolve that there will be more than one speech given regarding the need for a surge of troops. A single address to the nation will not do to turn the public's opinion regarding Iraq around. A sustained effort will be required. The President will have to make Iraq his chief issue for a long time to come and he will have to spare no opportunity to discuss it. If we just have one speech, it will do nothing to shift the national mood. A sustained effort will be required.

That, in a nutshell, is what I want the President to discuss. We shall see just how much the reality matches my hopes.
