The threads in the fabric of this claim are becoming undone rather quickly, no?
After promising unprecedented openness regarding Congress' pork barrel practices, House Democrats are moving in the opposite direction as they draw up spending bills for the upcoming budget year.
Democrats are sidestepping rules approved their first day in power in January to clearly identify "earmarks" - lawmakers' requests for specific projects and contracts for their states.
Rather than including specific pet projects, grants and contracts in legislation as it is being written, Democrats are following an order by the House Appropriations Committee chairman to keep the bills free of such earmarks until it is too late for critics to effectively challenge them.
Remember when the claim went out that the 110th Congress would no longer feature earmarks? So much for that, eh? And just out of curiosity, why aren't Republicans making a bigger deal of this?

The idea that the Dems would have an ethical Congress is only possible in some drug induced state within Kos or DU. The idea of an ethical DemocRatic control Congress is as likely as Bill Clinton taking a vow of chastity.

Earmark reform will never happen. No matter who is in control. Politicians are drunk with power. They are NOT about to give up the very thing that can help them secure a job after they are out of office.
The ONLY way earmark reform will happen is when and IF the people get mad enough and start voting politicians out of office who support earmarks. No matter what party the politician belongs to.
C'mon PY...besides everyone does it! The R's will claim they're be asked to unilaterally disarm themselves by giving up earmarking.
I've suggested before and I'll suggest again a national referendum to ban the practice.
Do you think there's a national consensus at the grass roots level to approve of the practice?

It makes for good campaign fodder, but I just don't see it happening. I also think that the majority of the Republicans in Washington are in the same boat as the Dems on this one.
As the old saying goes, "all politics is local". Congress' overall approval rating is very low, but when you ask people about their own congresscritter, they love him/her. The politician's first priority is getting re-elected and bringing home the pork serves this purpose.
