The set up.

Jeff Flake objects that the House is violating its own rules by inserting earmarks into a bill that have not been reported out correctly. David Obey (D-Public Mammary) retorts:

"The fact is, that an earmark is something that is requested by an individual member. This item was not requested by any individual member. It was put in the bill by ME!"

So is it the gentleman (used loosely in this case) from Wisconsin's view the committee chairmen are not members of congress. I think he said no "individual member" asked for this appropriation "It was put in the bill by me". That being said even if he thinks that way he didn't answer Congressman Flake's question regarding earmarks or no earmarks. Causes flashbacks to childhood when you argued with your parents only to be trumped by the dreaded "because I said so" card. No earmarks in the bill because Mr. Obey said so in this particular case?

And he is one strange dude. He once confessed to a WaPo Style section writer that he was late for an important function because he stayed up until 5AM watching a movie on TV! I myself am from Wisconsin originally, so his eccentricities don't seem as outlandish, perhaps. But he's always been a secular-progressive with a quirky twitchy edge to him.

He's always been right in his own mind, a bit of the Dukakis malady of always knowing better----translates as arrogance to most folks. Yet I can remember his flying coach class on trips from DC to Wisconsin that I flew on.

I think he has that Tcherman gene so prevalent in Wis---makes you apodictic.
